The three men charged in fatal Newport shooting have long histories with the law (2024)

NEWPORT —Police arrested and charged two men with the murder of 25-year-old Yordi Arevalo of Newport after a shooting in the heart of the city on Feb. 14.

Shamik Steele, 30, and Xavier Perry, 28, also are facing charges of conspiracy to commit murder, felony assault with a dangerous weapon and use of a firearm during a violent crime.

There’s an active warrant for Duane Logan, 46, who, according to a court filing, conspired with Steele and Perry to kill Yordi.

The Daily News combed through online court records to compile the types of charges weighed against Steele, Perry and Logan in the past, and the sentences they received for those charges.

Calls and text messages to phone numbers listed for the men in court records were not returned.

The Daily News asked a Superior Court clerk on Feb. 17 why, in a particular case for Logan, he wasn’t confined to the Adult Correctional Institutions in Cranston for violating the terms of his probation. She explained those decisions are to the judge’s discretion. The Daily News saw similar cases in Perry’s court file.

Xavier Perry

• In June 2017, Perry pleaded no contest to charges of domestic simple assault and/or battery out of Newport. He was placed on probation for one year, with a one-year suspended sentence, and ordered to complete a Batterers Intervention Program. The judge also issued a no-contact order.

• In September 2016, Perry pleaded no contest to charges of attempted larceny, vandalism and obstructing an officer from the Newport Police Department. The judge issued a $300 fine and placed Perry on probation for one year.

• Perry was charged by Newport police with breaking and entering, vandalism and obstructing a police officer, but no information was signed for the charges at a disposition in June 2016. “No information signed” means the state determined there wasn’t enough evidence to proceed.

• In November 2015, Newport police charges of first-degree robbery, felony assault and simple assault were dismissed.

• In November 2014, Perry pleaded no contest to a Middletown police charge of sale or concealment of property leased or purchased on conditional sale. He was placed on probation for one year with a one-year suspended sentence, and ordered to pay restitution.

• In July 2014, Perry pleaded no contest to charges of drug possession and domestic simple assault out of Newport. He was placed on probation for one year, ordered to participate in a Batterers Intervention Program and issued a no-contact order.

According to court records, he violated the conditions of his probation and, in July 2015, the judge ordered that Perry serve nine months behind bars.

• In June 2012, Perry pleaded no contest to a charge of obstructing a police officer out of Middletown. He was placed on probation for one year.

Shamik Steele

• In October 2020, Steele pleaded no contest to two counts of domestic simple assault and/or battery and a charge of domestic disorderly conduct from Newport police. He was placed on probation for 2½ years and given a 2½-year suspended sentence.

Steele was also ordered to complete a Batterers Intervention Program and surrender his firearms.

• In January 2020, Steele pleaded no contest to a charge of violation of a domestic no-contact order out of Newport. He was placed on probation for one year with a one-year suspended sentence. He was ordered to complete a Batterers Intervention Program and issued a no-contact order.

• Also in January 2020, Steele pleaded no contest to a Tiverton police charge of violation of a domestic no-contact order. He was sentenced to 45 days behind bars, with 320 days of probation upon his release and a 320-day suspended sentence.

He was also ordered to complete a Batterers Intervention Program and was issued a no-contact order.

• Charges of domestic simple assault and/or battery, domestic disorderly conduct and domestic vandalism out of Newport were dismissed in March 2019. The inability to locate the complaining witness/alleged victim was grounds for dismissal, according to a court filing.

• In April 2014, a conspiracy charge was dismissed and Steele pleaded no contest to a charge of disorderly conduct out of the East Providence Police Department. He was put on probation for six months.

• In August 2012, Steele pleaded no contest to a drug charge out of Newport (another drug charge was dismissed). He was placed on probation for five years and given a five-year suspended sentence.

• A shoplifting charge out of Newport was dismissed in June 2012.

Duane Logan

• Newport police arrested Logan on Oct. 11, 2020 and charged him with conspiracy to commit felony assault. No plea was entered in District Court on June 12, 2021, which is typical for felony cases first heard in District Court. Logan made bail. Court records indicate that the case is still pending.

• Logan was charged by Newport police with firearm possession by a prohibited person, but no information was signed in January 2021 (meaning the state didn’t have enough evidence to proceed).

• In January 2020, Logan pleaded no contest to a DUI charge out of Portsmouth. He was given 10 hours of community service, lost his license for three months and was ordered to attend DWI School.

• In January 2020, Logan pleaded no contest to a charge of simple assault and/or battery from Newport police, and charges of reckless driving and obstructing a police officer were dismissed. Logan was placed on probation for one year with a one-year suspended sentence, which ran concurrently with his sentencing on a Newport charge of drug conspiracy (offense date April 12, 2018).

He pleaded no contest to the drug conspiracy charge (also in January 2020) and was placed on probation for five years with a five-year suspended sentence.

• In April 2018, Logan pleaded no contest to a disorderly conduct charge out of Newport. He was placed on probation for six months and handed a six-month suspended sentence.

• In May 2017, a charge of simple assault and/or battery out of Newport was dismissed.Logan pleaded no contest to the other charge of simple assault and/or battery. Logan was placed on probation for one year, given a one-year suspended sentence and issued a no-contact order.

According to court records, Logan was handed a 45-day term to serve at the ACI in April 2018, then a 90-day term in May 2018 for violating the terms of his probation.

• In June 2017, a weapons charge (other than firearms) out of Portsmouth was dismissed, and Logan pleaded no contest to a reckless driving charge. He was placed on probation for one year and given a one-year suspended sentence.

• A drug charge out of Newport was dismissed in June 2009.

• In November 2000, Logan pleaded no contest to a simple assault/battery charge out of Newport. He was placed on probation for one year and issued a one-year suspended sentence.

• Also in November 2000, Logan pleaded no contest to a Newport charge of possession of firearms by a person convicted of a violent crime. He was given three years to serve behind bars, seven years probation upon his release and a seven-year suspended sentence. Court records indicate that in 2006, Logan violated the terms of his release.

• Also in November 2000, charges of domestic simple assault and larceny under $500 out of Newport were dismissed.

• In February 1996, Logan pleaded no contest to two charges of felony assault with a dangerous weapon out of Newport. He was given six months to serve behind bars, a 90-month probation upon release and a 90-month suspended sentence.

• Logan pleaded no contest to a simple assault/battery charge out of Newport in February 1996. He was placed on probation for one year, with a one-year suspended sentence.

• Also in February 1996, Logan pleaded no contest to a Newport charge of carrying a pistol without a license. He was given six months to serve behind bars, with 54 months of probation upon release and a 54-month suspended sentence.

• In February 1996, Logan pleaded no contest to a Newport charge of obstructing a police officer. He was placed on probation for one year with a one-year suspended sentence.

• After pleading no contest to a Newport charge of simple assault/battery in February 1996, Logan was placed on probation for one year and given a one-year suspended sentence.

• Charges of animal fighting out of Newport are listed for Logan in 1995 and 1996.

• He pleaded no contest in July 1995 to a charge of animal fighting and was placed on probation for two years. The other animal fighting case in court records lists the same offense date (July 1995), but the disposition occurred in May 1996, and the charge was dismissed.

• Logan pleaded guilty in April 1995 to two counts of simple assault/battery out of Newport. He was placed on probation for one year, issued a no-contact order, and issued a one-year suspended sentence to run consecutively to the one-year suspended sentence issued for the second count, court records show.
